Human Resource Management System
Purpose Statement: The purpose of Administrative Services Human Resource
Management System is to provide a structured approach to creating a high performance
workplace and developing employees that enable them and the organization to adapt to
change.
Description: The Administrative Services Human Resource Management System is a
series of interdependent steps that work together to ensure we have satisfied, skilled,
effective, and efficient staff. The Human Resource Management System begins with the
strategic plan. The goals and objectives outlined in the strategic plan will help to answer two
critical questions:

What skills and attributes are required to achieve our goals and
-
Based on our goals, how should the organization and jobs be structured.
Once the required skills and attributes are determined, we then take an inventory of our
actual skills and attributes and compare actual to required. We then make the decision to
either recruit and/or select staff from within to fill the gaps. We educate and train staff to
requirements through orientation and other skill based education.
When determining how work should be done, the structure of the organization and the design
of jobs should be reviewed. Job descriptions should be created or revised to reflect the
required skills and attributes, and individual goals, objectives, and measures should be
established for each employee. Employees’ actual performance is then assessed against
the requirement, and development planning occurs to ensure the gap between actual and
required is closed. We cannot forget the importance of rewarding, recognizing, and
motivating employees as well as the importance of tapping into employee well-being and
satisfaction levels.
