PROMOTION AND TENURE PROCESS

(Passed by the EMS Faculty Spring 2001)

  1. The EMS departments and the School of EMS shall provide a formal review process at the level of the Area Committee for all untenured faculty with the rank of Assistant Professor who have completed three years in rank on the tenure track as full-time members of the EMS faculty. This review will take place during the first fall semester after a candidate has completed three years in rank. The three year review will consist of:
    • A review of a candidate's progress toward promotion and tenure undertaken by the Primary Committee of the candidate's academic department;
    • A school-level review of a candidate's progress toward promotion and tenure undertaken by the EMS Area Committee;
    • A discussion between the candidate, the candidate's academic department Head, and the EMS Dean of the comments and recommendations of the Primary and Area Committees. This discussion shall take place as soon as is reasonably possible.


  2. Promotion and tenure reviews for all untenured full-time faculty shall be handled by the Primary Committee in each academic department during the Fall semester. The Primary Committee shall consist of tenured professors and tenured associate professors, and shall have at least five voting members. The candidate's department Head shall chair the committee without vote except in the following circumstances:
    • the department Head is untenured,
    • the department Head is serving (with or without vote) on both the EMS Area Committee and Panel C,
    • or the department Head is the candidate.

    In these cases the department Head shall not be a member of the Primary Committee, the Primary Committee shall elect its chair from among its voting members, and the chair shall be allowed to vote. The procedure for selecting voting members of the Primary Committee shall be determined by the faculty of each department. Voting members may come from outside a department if there are insufficient numbers within the department. A committee member with vote may only consider candidates for promotion and tenure to a rank equal to or below his or her own rank.


  3. The vote of the Primary Committee shall be forwarded to the EMS Area Committee with a letter of explanation in those cases where the candidate receives a simple majority in favor of his or her promotion and/or tenure. In the event that the vote is not unanimous, the minority shall have the right to present a minority report to the EMS Area Committee whatever the vote of the majority.

  4. Tenure will not be recommended outside promotion when the candidate holds the rank of Assistant Professor as a full-time member of the EMS faculty.

  5. In cases where a candidate for tenure holds the rank of Associate Professor or Full Professor, the candidate’s departmental Primary Committee, the EMS Area Committee, and the EMS Dean shall each advise the Chancellor of Purdue University Calumet of their deliberations and their committees’ vote results and comments.

  6. The School Area Committee which reviews applications for promotion during the Fall shall be the School-level committee for tenure review in all cases; and

  7. The separate tenure review process during Spring shall be discontinued.

  8. These proposals for promotion and tenure review in the School of EMS shall become operational at the start of the 2001-2002 academic year.
